1. Activities
A. Fact-finding Mission: Before relief efforts can get underway, it is necessary to determine what areas of Chin State are affected by the famine, the size of the total affected-population, as well as ground resources for project implementation. For this reason, the Committee has agreed to conduct a preliminary fact finding mission.
B. Humanitarian Assistance: The primary activity of the Committee is to collect and provide necessary humanitarian assistance to those affected by the famine conditions inside Chin State. After identifying the areas of need inside Chin State, the Committee plans to collect and distribute relief to persons in need of assistance.
2. Implementation
A. Fact-finding Mission: Currently, the Committee has organized three teams of fact-finders to visit the six known affected districts of Chin State- Paletwa, Matupi, Mindet, Thantlang, Falam, and Tidim. Each team consists of two fact-finders who are fluent in the necessary Chin dialects and familiar with the respective terrain and territory of Chin State. One team will be sent from Aizawl to study the Tiddim and Falam areas. Two more teams will be sent from Saiha to cover the remaining affected-districts. In total, the mission will be conducted over a 20 day period. (Note: 2 groups had been already sent with the financial support of CHRO)
B. Humanitarian Assistance: The CHRO and CFERC Committee plan to raise money and funds to provide relief to famine victims. Fundraising will be conducted through the Chin community in Mizoram as well as in other Chin communities located around the world. Due to the expected level of severity of the famine, the Committee also hopes to gain financial assistance through grants and private donors.
These monetary donations will be transferred through a secure cross-border network into the affected-areas of Chin State. Money will go directly to the previously identified churches and community leaders in the affected areas. These implementing partners will then purchase the necessary food stocks, which are brought in from rice-producing areas located in other parts of Chin State and Burma. The implementing partners will then distribute the aid to those in need.
3. Expected Outcome:
A. Fact Finding Mission: Increased knowledge of the areas affected by the famine, population numbers, and severity of conditions in affected-areas. The fact-finding teams will also collect information about the community leaders and churches available in the affected areas in order to coordinate and distribute relief items to those in need.
B. Humanitarian Assistance: By providing food assistance to the affected areas, the Committee hopes to prevent and decrease potential starvation within the affected-communities. Humanitarian aid will also prevent high rates of malnutrition particularly among women and children in the affected areas.
